This register exists because the Armamentarium could not, in good conscience, sit a stockpiled compliance aerosol next to an over-the-counter analgesic — and could not list, in the open, the lines the gain-of-function program keeps under containment. Everything below is either Black-Label (manufactured and stockpiled, never acknowledged) or Classified (existence controlled, handling and disclosure held by the Directorate). Read it as doctrine, not trivia.
