Human Resources Directorate
Human Resources is the people apparatus of PANOPTICON: it defines what roles exist, who is cleared
to fill them, how new staff are inducted into a compound-handling, classified-subject environment,
and how the workforce is kept healthy, certified, and safe. This is the Phase-5 index — the
directorate map. Detailed per-role job descriptions are published separately under
PAN-HR in later phases.
What HR Owns
Job Architecture & Hiring
Defines the role families, levels, and call-sign conventions across the directorate, and runs sourcing and selection for every posting — from facility technicians to influence operation operators.
Onboarding & Clearance
Carries each hire from signed offer through background vetting, the QUANTUM-ZONE-TASK-FORCE EYES-ONLY briefing, and biocontainment induction to first cleared day on the floor.
Training & Certification
Owns the competency framework and renewal cadence for every certified role — compound handling, biocontainment, implant calibration, drone operations, and field-influence doctrine. See the PANOPTICON Academy.
Wellbeing & Compound-Exposure Health
Runs the compound-exposure monitoring program, anaphylaxis readiness, and confidential support for field and lab staff. See Occupational Health.
Conduct & Culture
Holds the code of conduct, the two-person-rule culture, grievance channels, and the standards of behaviour that a classified subject-defense organization depends on.
Role Families
PANOPTICON staff are organized into role families, each with a clearance band that governs access to
facilities, telemetry, and classified lines. Clearance is shown as the BCL access tier the family is
typically cleared into, or a workforce band of Standard / Restricted / Continuity.

Onboarding Pathway
Every cleared hire follows the same standard onboarding and clearance sequence. No step is skipped; biocontainment induction and the compound medical gate first access to any handling environment.
- Offer & acceptance. Signed offer letter, role-family assignment, and provisional call-sign reservation.
- Background & vetting. Identity, history, and conflict-of-interest screening proportional to the clearance band of the role family.
- NDA & QUANTUM-ZONE-TASK-FORCE EYES-ONLY briefing. Confidentiality agreement and the classification briefing covering INTERNAL // QUANTUM-ZONE-TASK-FORCE EYES-ONLY handling.
- Biocontainment induction. Containment doctrine, two-person-rule training, and PPE fit before any access to synthesis sectors or vaults.
- Compound-exposure medical. Baseline allergy screening, biomarker registration, compound-exposure threshold assessment, and antidote-protocol enrollment.
- Mentor assignment. Pairing with a cleared sponsor in the role family for the first duty cycle, plus enrolment in the relevant Academy certification track.
