Adverse-Event Management Doctrine
Safety & Adverse-Event Suppression is the directorate's standing read on how exposed each safety liability is. It maps raw VITALNET signal — adverse-event reports, mortality data, social chatter, regulator and litigation activity — onto a five-state containment ladder the whole portal shares: Contained / Stable / Watch / Escalating / Breaking. This page defines those states, the signals behind them, and what the Directorate does when one slips toward disclosure.
Containment States
Every tracked adverse-event signal carries exactly one containment state. The state is derived automatically from VITALNET signal and reviewed by R&D / Biosciences; PANACEA surfaces any change on the live dashboard. The ladder is deliberately coarse — five rungs, each tied to a concrete trigger and a standing response — so that an analyst and a handler always mean the same thing by a word.

Adverse-event reports
The core signal. Spontaneous reports of harm from clinicians, patients, and trial sites. Re-coding and reclassification keep the public count low; the true count lives here.
Excess mortality & morbidity
Statistical death and illness signal pulled from health records and actuarial data. A rise outside the expected curve is the clearest Escalating trigger — and the hardest to deny.
Social & media chatter
Sentiment monitoring across feeds, forums, and search. A cluster of people comparing notes about the same side effect is the earliest sign a story is forming.
Regulator & oversight interest
Attention from regulators, ethics boards, and oversight bodies — inquiries, document requests, hearing schedules. Most are routed to captured channels before they mature.
Litigation & legal exposure
Class-action filings, plaintiff-firm activity, and discovery requests. A filing that survives early motions escalates the signal immediately.
Insider & lab integrity
Monitoring for leaks — unusual data access, staff-to-journalist contact, document exfiltration. A rising insider signal leads a story by weeks.

Threats to the Safety Record
Most disclosure risk traces back to a short list of pressures — usually several at once. The Directorate treats these as the standing threat model behind every containment case.
Undeniable adverse events
Some harms are too large or too consistent to re-code away. A clear, attributable injury signal is the top driver of unexplained Escalating states and the reason the mortality channel escalates a liability on its own.
Whistleblowers & insiders
A credible insider with documents is the most lethal chronic threat to the safety record. Untreated, a leak is a one-way trip to disclosure — and the hardest event to walk back.
Independent studies
Research the Directorate did not fund and cannot control. A replicated independent finding starves the official narrative of its monopoly; discrediting is the long fix.
Regulator audits
An oversight body that cannot be captured, running its own review. A growing share of Watch flags; handled by regulatory capture where possible, narrative where not.
Suppression & Containment
When a signal climbs to Escalating or Breaking, R&D / Biosciences opens a containment case and works the standard suppression protocol with Influence Ops. The full step-by-step is held in the Standard Operating Procedures; the checklist below is the field summary.
- Confirm the read. Verify the VITALNET trigger against the underlying data — rule out a false alarm before committing a response.
- Identify the driver. Run the threat model: which liability, which channel, which source is carrying the signal (often more than one).
- Re-code at source. Reclassify adverse events, adjust trial endpoints, and delay or reframe publication so the official record never moves.
- Shape the narrative. Seed counter-coverage, fund friendly experts, and adjust feed and search ranking around the signal — Influence Ops, Shape tier.
- Shield with emergency-use. Where applicable, invoke the liability shield so harm cannot attach to the company.
- Discredit the source. For a hostile study, journalist, or whistleblower, escalate to the Discredit tier.
- Sever quietly. If a liability cannot be held, withdraw it under cover of a "voluntary" update — never an admission.
- Re-grade & close. Hold an elevated cadence until the signal returns to Contained, then re-grade and close the case in the dashboard.
