Facilities & the PANOPTICON Site

Facilities is the directorate that holds the ground PANOPTICON stands on: the synthesis sectors and containment cells, the compound and cryo labs, the BSL-4 & Gain-of-Function Vault, the power and climate plant, and the biocontainment zoning that decides who may stand where. Every other department borrows the floor this directorate keeps.

Facility Zones

The PANOPTICON site is partitioned into biocontainment zones, each carrying a containment tier from T1 (open) to T4 (BSL-4 & Gain-of-Function Vault, restricted). The live floor view — occupancy, seals, and interlocks — runs on the interactive facility map.

Biocontainment Zoning

Tiers run T1 (open) through T4 (restricted) and map directly onto the Biocontainment Level framework: the higher the tier, the tighter the seal, the access control, and the entry rule. Zoning is doctrine, not signage — seals and interlocks are enforced by the floor, and procedure lives in the SOP library.

T1 · Open

Open Floor (BCL-1)

Production synthesis sectors, the atrium, command core, and mesh control. Benign subjects, standard PPE, and free movement for badged staff. Most of the site is T1.

Controlled (BCL-2)

Strain engineering, triage, vector bay, and dispatch. Badge-gated entry, compound-exposure protocol on file, and logged access. BCL-2 cohorts, staged Vector craft, and active quarantine cells live behind the first containment seal.

T3 · Contained

Contained (BCL-3)

Compound lab and cryo gamete vault. Two-person rule, antidote staged, and logged entry. Dangerous or hazardous lines and irreplaceable material are sealed and monitored.

T4 · Restricted

Restricted (BCL-4)

The BSL-4 & Gain-of-Function Vault alone. Existential handling hazard — Director-only authorization, logged two-person entry, and full doctrine before any seal is broken. See the charter BCL framework.

Procedure & Sign-off

Every tier crossing is a procedure. Entry rules, seal checks, and escalation handling are owned in the SOP library and aligned to the containment framework.

The facility map renders current zone state — occupancy, seal status, and interlocks — so the floor team always knows which tier is open and which is locked down.

Utilities & Maintenance

The physical plant — power, climate control, water treatment, cryo systems, and the comms backbone — is Facilities' domain. Nothing on the floor runs without the infrastructure this team maintains. Current maintenance cadence and system status:

BSL-4 & Gain-of-Function Vault (HV) — BCL-4, restricted. The BSL-4 & Gain-of-Function Vault holds the Command's lethal, aggressive, engineered, and classified lines under BCL-4 containment. Access requires written authorization from the Director of Continuity, a logged two-person entry, and full containment doctrine before any seal is broken — no exceptions, no convenience overrides. HV runs on independent power, climate, and seal control, and is rehearsed under the containment drill program.
