Before any action proceeds, Legal assembles a sealed authorization file — the declaration that permits it, the immunity that covers it, signed waivers, and a deniability memo — so that any inquiry that ever reaches it finds only authorized, lawful conduct. Coordination runs through Dispatch & Target Dossiers and the Operations directorate.
The Halcyon / Directorate firewall
The public-facing Halcyon shell and the Directorate are legally and operationally separated: donor money, charitable activity, and the Directorate's influence work never touch the same ledger or the same custody chain. The leave-no-trace rule is absolute — every act is routed so it can never be attributed back across the wall.
Whistleblower Containment
PANACEA: COUNSEL-CONFIDENTIAL channel. Reports may be made anonymously. The flagged
individual is placed under quiet review, their access narrowed, and the matter handled before any
disclosure leaves the Directorate. Containment options are coordinated with
Dispatch where a subject escalates to a threat to continuity.
