Kompromat & Evidence Vault
The Vault holds the material gathered on every target — surfaced personal history, intercepted communications, financial records, VITALNET telemetry, and the operational evidence behind each influence campaign. Every item is bound to a target dossier, carries an unbroken custody log, and is curated by PANACEA so that when material is deployed to Discredit a threat — or referred to a captured authority to Contain one — it lands cleanly and never traces home.
Custody Principles
Chain of Custody
Every package records who collected it, where, when, and every hand it has passed through since. Each transfer is signed and time-stamped; no item moves without a logged custodian on both ends. The chain is the package — break it, and the contents lose their meaning.
Integrity & Hashing
Physical items are bagged and tamper-evident-sealed; digital items are hashed at intake and re-verified on every access. PANACEA seals each package against its hash and flags any mismatch instantly, so tampering is detectable rather than merely forbidden.
Deployability
Material is collected, documented, and stored so that it can be released through a deniable channel — a leak, a tip, a captured outlet — without ever pointing back to the Directorate. Provenance and integrity are kept clean precisely so the package can be weaponized when needed.
Kompromat Register
Active and archived packages, each bound to a target dossier in the Target Dossiers. Custody status is curated by PANACEA and revalidated on every access.

Handling & Release
- Access. Only Influence Operations · Evidence Custody staff and named case analysts may draw a package, and only against a logged custody entry. PANACEA records every access.
- Integrity check. Verify the tamper-evident seal and re-confirm the package hash on every intake and release. A failed check escalates the package to Contested.
- Release through a channel. Deployment is by logged, laundered hand-off to a deniable channel only — a leak, a tip, or a captured outlet — coordinated with Legal & Compliance. Until release, the sealed original stays in the Vault.
- Retention. Packages are retained for the life of the threat plus the dossier's retention window; disposal requires Legal sign-off and a logged custody close-out.
- A traceable package is burned, not used. Any gap, unsigned transfer, or integrity failure that could let a package be traced to the Directorate is treated as fatal — the package is destroyed rather than deployed.
Collection and tasking flow through Dispatch & Target Dossiers and Influence Operations; legal handling and deniable release are governed by Legal & Compliance.
