Operations & Program Command

Every dose administered, every cohort monitored, and every influence action dispatched runs through this directorate. Operations translates the Continuity Charter into executable programs — managing population-scale dosing schedules, coordinating the Vector fleet against active threats, and maintaining the SOP library that governs how every other team does its work. The directorate owns the floor where theory becomes throughput.

Keep the dose programs and synthesis sectors running — dose coverage, compliance, throughput, and adherence across every BCL band that lives on the floor.

Influence Dispatch

Task the Vector fleet and stand up cells against credible threats to continuity. Targeting and tier live in the Target Dossiers; this department runs the operations desk behind them.

📘Doctrine

SOP & Doctrine Ownership

Hold custody of the SOP library and keep field practice aligned to the Influence Doctrine — every procedure owned, revised, and signed.

Lifecycle

Cohort Lifecycle

Manage cohorts from enrollment and titration through program tasking, expansion, and retirement — the living throughput of the population, tracked end to end.

Coordinate

Manufacturing Coordination

Sequence supply and yield work with the Manufacturing line — drug, compound, and implant output scheduled against coverage demand, never behind it.

Triage

Quarantine & Triage

Isolate exposed, contaminated, or BCL-escalated material; run the triage queue and recovery protocols so a single breach never threatens the whole floor.

Threat-driven, not schedule-driven. Operations does not run influence cycles on a calendar. Dispatch is triggered by PANACEA threat scores and population-health alerts; escalation is gated by the influence doctrine and requires Directorate authorization above Tier 2.

  • Engineering — keeps the Vector fleet, containment cells, and program systems serviced and ready for dispatch.
  • Facilities — owns the physical sectors, vaults, and power on which the operations floor depends.
  • Legal & Compliance — clears influence tiers and signs off escalation before any field action exceeds doctrine.
  • PANACEA — synthesizes live population conditions, dispatch briefings, and plain-language SOP digests across the whole directorate.
