Why This Metric Matters
Public Trust is the permissive substrate on which every other Directorate operation depends. High trust reduces the cost of compliance enforcement, increases voluntary prescription uptake, and insulates Halcyon from regulatory scrutiny by maintaining the population's willingness to accept corporate guidance at face value. When PTI erodes, the Directorate must compensate with more expensive and more visible instruments — increased narrative spending, accelerated wellness-program deployment, and in severe cases, direct behavioral intervention via Halo — all of which carry compounding exposure risk.
Threshold Justification
The 70% strong-state floor corresponds to PANACEA's modeled "self-sustaining trust" threshold, above which positive sentiment propagates organically through social networks without active Chorus amplification. The 55% failing threshold was derived from historical case studies in which corporate trust collapses became irreversible without extraordinary intervention, including the pre-Halcyon pharmaceutical crises of the early 2020s.
Historical Context
PTI launched at 73% following Halcyon's initial public-health campaigns and peaked at 81% during the height of the wellness-program rollout. The metric experienced its sharpest single-week decline (6 points) during the "Meridian Leak" incident in late 2024, which required a coordinated Chorus-net counter-narrative campaign to stabilize. It has since recovered to the strong band and is monitored daily for early signs of erosion.
Collection Method
PTI blends two data streams: PANACEA's Sentiment Array, which performs continuous natural-language analysis of public social media, news commentary, and forum discussions; and a rolling panel survey administered through Halcyon's wellness-app ecosystem to a statistically representative sample. The two signals are weighted 60/40 (sentiment/survey) and reconciled daily. VITALNET biometric stress indicators from Halo-equipped subjects provide an optional validation layer.
Known Failure Modes
Sentiment Array readings are susceptible to coordinated inauthentic behavior — both hostile astroturfing that depresses the score and Chorus overshoot that inflates it. Survey responses from wellness-app users skew positive due to selection bias, as program participants tend to have higher baseline trust. During major news events, the real-time sentiment signal can oscillate by 5-8 points intraday before settling, producing transient false warn-state triggers.
