Continuity Crisis Response

Purpose
To govern the response to an existential exposure event — a leak, an undeniable adverse-event surge, or imminent proof the Directorate exists — including lockdown, narrative pivot, and continuity-of-command.
Scope
Any event that threatens to expose or unravel the Directorate.
In scope:
Alarm, lockdown, narrative pivot, continuity-of-command.
Out of scope:
Routine adverse-event handling (PAN-SOP-0009).
Definitions
Exposure event
A credible, imminent threat of proving PANOPTICON exists.
Continuity-of-command
The protocol that keeps the Directorate operating through a crisis.
Responsibilities
Operations Duty Officer (Owner)
Runs the crisis response from the watch floor.
Influence Ops
Stands up the narrative pivot.
Director of Continuity
Holds command; authorizes the gravest options.
Procedure
Contain
- Confirm the exposure tier; raise the alarm.
- Lock down; scrub comms; secure the BSL-4 Vault.
- Account for all personnel and classified material.
Pivot
- Stand up the narrative pivot via the Chorus net.
- Invoke the emergency-use shield if applicable.
- Escalate to the Director; hold continuity-of-command.
