Purpose
To govern the collection, sealed custody, and deniable release of compromising material on tracked threats, ensuring a package is a weapon and never traceable evidence against the Directorate.
Scope
All kompromat and operational evidence packages in the Vault.
In scope:
Collection, custody, integrity, deniable release.
Out of scope:
Legal referral mechanics (Legal & Compliance).
Definitions
Deniable release
A laundered hand-off to a leak, tip, or captured outlet with no path back.
Burned package
A package destroyed because it could be traced rather than deployed.
Responsibilities
Evidence Custody Officer (Owner)
Owns custody, integrity, and release discipline.
Analyst
Collects and verifies packages; maintains the hash.
Legal Liaison
Coordinates the laundered release channel.
Procedure
Collect & hold
- Bind each package to a target dossier; hash on intake.
- Seal and log; verify integrity on every access.
- Hold the sealed original in the Vault.
Release
- Confirm the release is deniable and laundered.
- Hand off to the chosen channel; log end-to-end.
- Burn any package that could be traced.
