Purpose
To govern the placement of aligned personnel and incentives inside oversight bodies so that reviews return the desired finding, and to manage the uncaptured remainder by procedural means.
Scope
All relevant regulators, ethics boards, and standards bodies.
In scope:
Personnel placement, funding, revolving-door incentives, procedural friction.
Out of scope:
Foreign sovereign bodies (statecraft; see Influence Ops).
Definitions
Capture
Aligned control of oversight via personnel, funding, and incentives.
Procedural friction
Slowing or denying quorum to an uncaptured reviewer.
Responsibilities
Regulatory Liaison Lead (Owner)
Owns the capture map and liaison relationships.
Analyst
Tracks the capture ratio and uncaptured seats.
Director of Administration
Approves placements and incentive packages.
Procedure
Capture
- Map oversight seats and identify aligned candidates.
- Place personnel and incentives; track the capture ratio.
- Route sensitive reviews to captured channels.
Manage the remainder
- Surround uncaptured reviewers with aligned colleagues.
- Introduce procedural friction; deny quorum.
- Pre-rebut any finding they publish.
