Purpose
To govern the authorization of Sanction-tier action — the permanent removal of a threat by deniable means — under the Director's sole, non-delegable authority. The operational doctrine is held outside this portal.
Scope
Sanction-tier actions only, when continuity is at stake and no lesser tier can hold.
In scope:
Authorization, two-person concurrence, sealed review.
Out of scope:
All operational method (held in the Director's sealed annex).

Responsibilities
Director of Continuity (Owner)
Sole authorizing authority; non-delegable.
Two-person concurrence
Logged concurrence required before any action.
Procedure
Authorize
- Confirm no lesser tier can hold the threat.
- Obtain the Director's written order and two-person concurrence.
- Record only that authorization occurred.
Close
- Execute under the sealed annex (not reproduced here).
- Confirm deniability held.
- Seal the record; log chain-of-authorization integrity only.
