Graceful degradation at every layer

The Synaptic Data Fabric routes around failed nodes automatically — mesh topology, not hub-and-spoke — so that sensor telemetry reaches PANACEA even when individual links, relay masts, or entire site segments go dark. Sensing and actuation are designed to degrade proportionally rather than fail atomically.
