Role × Certification Competency Matrix

This matrix is the authoritative statement of what every role family at PANOPTICON must be certified to do. It pairs each role family against the Command's core certifications, marks where each certification is mandatory, recommended, or not applicable, and sets the renewal cadence that keeps the workforce current. Lapsed mandatory certifications suspend the relevant duties automatically.

Competency Matrix

Rows are the eight role families that make up the Command's workforce; columns are the six core certifications. Req marks a mandatory certification, Rec a recommended one, and means it does not apply to that role family.

Reading the grid. Adverse-Event First-Response is mandatory for everyone who works near dosed cohorts. BCL-4 Vault Access is restricted to Science and Containment-facing roles. Influence RoE is mandatory for Field and Dispatch, who task and direct escalation. Recommended certifications widen a role's coverage but never gate its core duties.

Currency & Renewal

A certification is only valid while current. Renewal cadence, grace periods, and the consequence of a lapse are fixed below; delivery and re-certification run through the PANOPTICON Academy.

Automatic suspension. When a mandatory certification lapses past its grace period, PANACEA suspends the relevant duties for that individual without manual intervention — vault credentials, tasking authority, or floor access are pulled until the credential is restored. Reinstatement is processed by Human Resources.
