Dossiers on the threats to continuity — the whistleblowers, journalists, regulators, litigators, and movements that could expose or unravel the program. Each is profiled and prioritised against the five-tier Influence Doctrine. Escalation is earned, not assumed.

A former Halcyon clinical-trial lead who left with the reconciliation files that show the public adverse-event count was curated, not measured. Credible, credentialed, and unbribable — the most dangerous combination the safety record can face. PANACEA has her contacts mapped and a discrediting package staged; the open question is whether Shape-tier reputational pressure holds her, or whether she has to be Contained before she testifies.

An investigative reporter who has noticed that Halcyon's emergency countermeasures arrive suspiciously fast, and has started asking why. He cannot prove the Theta pairing yet, but he is one source away. The Directorate is starving him of those sources — discrediting, reassigning, or frightening each one — while seeding enough adjacent 'debunk' coverage that any story he files lands as conspiracy.

The rare regulator the Directorate has not been able to capture — she refused the board seat, the grant, and the consultancy, and is now demanding the un-reconciled data behind an emergency authorization. She is procedurally untouchable and personally clean, which makes Shape the only tier available: surround her with captured colleagues, manufacture a jurisdictional fight, and run out the clock on her term.

A well-funded plaintiff firm whose Halo-dependency class action survived early motions — the single most dangerous legal posture the Directorate faces, because discovery could force the override firmware into the record. The play is to discredit the lead plaintiffs, capture or frighten the expert witnesses, and engineer a sealed settlement that ends the case before discovery ever runs.

A health-freedom movement that has done the one thing the Directorate cannot allow: united previously divided communities against the programs. Individually its members are harmless; coordinated, they are a coverage threat. The doctrine here is pure divide-and-conquer — surface wedge issues, elevate unlikeable factions, fund a controlled-opposition wing, and keep the coalition fighting itself instead of us.

An anonymous leak platform that has obtained — but not yet authenticated — a fragment of the document that would end the Directorate: the Theta-Vax manufacturing record dated before Strain Theta's release. Lantern itself cannot be sued or seized; the people who run it can. The entire effort is bent on identifying the operators before they verify the file, and on flooding the platform with forgeries so the real document drowns in noise.

It is too large to discredit and too foreign to Contain, so the tools are diplomatic and economic: trade pressure on its government, a competing 'international standard,' and selective data-sharing that shapes what it is able to conclude.

An independent voice whose great crime is being right in public — translating real adverse-event signal into plain language for a large, trusting audience. Because the claims are accurate, they cannot be debunked, only buried: down-rank the reach, attach a 'misinformation' label, surface old personal failings, and flood the same audience with adjacent nonsense so the real signal is guilty by association.

She has published nothing and asked no one for money, which is exactly why she is so dangerous: there is nothing yet to discredit. Held at Observe; the moment she connects the decline to the water supply, she becomes a Discredit or Contain problem.
