Aerosol Dispersal Operations

Purpose
To govern the staging, authorization, and (contingency) release of aerosolized agents by the Vector fleet, with hard limits on concentration and an absolute requirement for Director authorization to release.
Scope
All aerosol-dispersal drones and the high-altitude disperser; CA-series and sedation loads.
In scope:
Staging, loading, readiness, release authorization.
Out of scope:
Agent formulation (Pharmacology); narrative coordination (Influence Ops).
Definitions
Contingency release
Broad-area dispersal authorized only when persuasion has failed and continuity is at stake.
Attrition margin
The accepted fatal fraction at the concentration required for guaranteed effect (sedation loads).
Responsibilities
Aerosol Bay Lead (Owner)
Maintains readiness; never authorizes release.
Director of Continuity
Sole release authority; logged, non-delegable.
Influence Ops
Pre-stages the narrative cover for any release.
Procedure
Standing readiness
- Keep units charged, loaded, and cleared for tasking.
- Verify concentration and dispersal modeling each cycle.
- Hold all units off the world board until released.
Authorized release
- Receive the written Director order and target sector.
- Confirm concentration and attrition margin against the order.
- Disperse; coordinate the narrative cover; log end-to-end.
