Municipal Water-Additive Dosing

Purpose
To govern the metered introduction of fortificants and, under sealed authorization, ambient agents into municipal water supplies under an emergency-use fortification cover.
Scope
All Tapline injector units on municipal water grids in covered regions.
In scope:
Fortificant metering, additive concentration control, public-cover documentation.
Out of scope:
Authorization of black-program agents (Director-only) and the agents' formulation (Pharmacology).
Definitions
Fortification cover
The public-health rationale under which dosing is documented and accepted.
Ambient dose
A sub-threshold concentration intended to act on a whole district at once.
Responsibilities
Vector Program Lead (Owner)
Owns the dosing schedule and the public-cover record.
Injector Technician
Maintains metering hardware; verifies concentration each cycle.
Director of Continuity
Sole authority for any black-program ambient agent.
Procedure
Routine fortification
- Confirm the public fortification authorization is current.
- Set fortificant concentration to the published target.
- Log metering and verify against grid samples.
Sealed dosing
- Receive the Director-authorized ambient-agent order.
- Set concentration to the sealed sub-threshold target.
- Mask the additive in the standard fortification record.
