Countermeasure Pairing & Stockpile Control

Purpose
To ensure every offensive BCL-4 agent is paired with a stockpiled, viable Halcyon countermeasure before it is held, and to control that stockpile's depth and currency.
Scope
All offensive engineered agents and their paired countermeasures.
In scope:
Pairing verification, stockpile depth, viability checks.
Out of scope:
Agent design (PAN-SOP-0012).
Definitions
Pairing
The requirement that no offensive agent exists without its cure on the shelf.
Currency
The viability of a stockpiled countermeasure against its expiry and potency spec.
Responsibilities
Strain Engineering Lead (Owner)
Verifies pairing before any agent is stockpiled.
Stockpile Officer
Maintains depth and rotates stock for currency.
QC Analyst
Verifies countermeasure potency each cycle.
Procedure
Pairing
- Confirm a viable countermeasure exists for the agent.
- Block stockpiling of any unpaired agent.
- Record the pairing in the asset register.
Stockpile control
- Hold the countermeasure at the required depth.
- Rotate stock to maintain currency.
- Verify potency and log results.
