Emergency-Use Invocation & Liability Shielding

Purpose
To govern the invocation of emergency-use authorization for an asset and the activation of the liability shield, including the manufactured-scarcity and crisis conditions that keep the window open.
Scope
All assets distributed or staged under emergency authorization.
In scope:
Invocation criteria, shield activation, window maintenance.
Out of scope:
The engineered crises themselves (Strain Engineering / Influence Ops).
Definitions
Emergency-use window
The authorization under which an asset bypasses ordinary review and the maker bears no liability.
Liability shield
The legal posture that prevents harm from attaching to the company while the window holds.
Responsibilities
Legal & Compliance Lead (Owner)
Owns invocation and shield activation.
Director of Continuity
Authorizes invocation; ties it to the qualifying condition.
Regulatory Liaison
Secures the authorization through captured channels.
Procedure
Invocation
- Confirm a qualifying emergency condition exists or is engineered.
- Secure the authorization via the regulatory liaison.
- Activate the liability shield across the asset's distribution.
Maintenance
- Monitor the window's legal standing each cycle.
- Maintain the scarcity or crisis condition that justifies it.
- Renew before lapse; never let the shield close while liability is open.
