Engineered-Agent Handling & Two-Person Rule

Purpose
To govern the handling and transport of all BCL-3 and BCL-4 engineered agents under the two-person rule and unbroken chain-of-custody on the Synaptic Data Fabric.
Scope
All engineered pathogens, gene drives, and aerosol agents in handling or transit.
In scope:
Handling, transfer, transport, custody logging.
Out of scope:
Vault access (PAN-SOP-0005); dispersal (PAN-SOP-0004).
Definitions
Chain of custody
An unbroken, two-person-signed record of every hand an agent passes through.
Reliquary transport
The hardened containment transport for moving BCL-4 stock.
Responsibilities
Containment Officer (Owner)
Owns handling protocol and custody integrity.
Handler (×2)
Handle and transfer only as a logged pair.
Transport Lead
Runs the Reliquary transport; tracks end-to-end on the Fabric.
Procedure
Handling
- Verify the two-person team and current authorization.
- Handle only within the rated containment.
- Sign every transfer on both ends.
Transport
- Seal the containment cell; verify integrity.
- Move under two-person custody; track on the Fabric.
- Reconcile inventory at destination.
