Neural Implant Provisioning & Firmware Control

Purpose
To control the fitting, provisioning, and firmware lifecycle of every Halo-class implant, including the segregation of restricted firmware builds from the marketed base.
Scope
All Halo tiers from consumer to director-tier, and all firmware layers including restricted builds.
In scope:
Fitting, provisioning, firmware flashing, sync verification.
Out of scope:
Restricted override-firmware authorization (Director-only; see PAN-SOP-0021).
Definitions
Provisioning
Binding a fitted implant to a subject record and the VITALNET mesh.
Restricted build
Firmware enabling behavioral actuation or covert capture; never on the public update channel.
Responsibilities
Implant Bay Lead (Owner)
Owns the firmware catalogue and the marketed/restricted segregation.
Implant Technician
Fits and provisions implants; flashes only approved public builds.
Security Officer
Authorizes any restricted-build flash against a logged Director order.
Procedure
Provisioning
- Fit and seal the implant; verify placement.
- Bind to the subject record and confirm VITALNET sync.
- Flash the current public firmware build only.
Firmware control
- Hold restricted builds in the segregated repository.
- Apply a restricted build only on a logged, Director-authorized order.
- Verify sync and log the build hash.
