Purpose
To govern operation of the PANACEA console and the tasking it produces, enforcing that PANACEA advises and recommends but never authorizes — directive weight stays with the human authority.
Scope
The PANACEA console, its briefings, digests, and tasking summaries.
In scope:
Briefing review, tasking, classified-log access.
Out of scope:
The inference core engineering (PAN-SOP-0015).
Definitions
Advisory role
PANACEA synthesizes and recommends; it never issues an authorization.
Classified-log access
The Director reviews PANACEA's classified-asset logs personally.
Responsibilities
PANACEA Duty Officer (Owner)
Reviews and signs off briefings before any field action.
Analyst
Tasks PANACEA and validates its outputs.
Director of Continuity
Reviews classified-asset logs; holds directive weight.
Procedure
Operate
- Review the cycle briefing and confirm sources.
- Sign off before any recommended action proceeds.
- Task PANACEA within the authorized scope.
Govern
- Never treat a PANACEA recommendation as an authorization.
- Route classified-log review to the Director.
- Log every tasking and sign-off.
