Purpose
To govern operation of the self-healing Synaptic Data Fabric carrying all telemetry and PANACEA traffic, ensuring resilience, no single point of failure, and no external auditability.
Scope
The full Fabric backbone and its ingest, routing, and storage layers.
In scope:
Routing, resilience, failover, audit-resistance.
Out of scope:
Node hardware (PAN-SOP-0014).
Definitions
Self-healing
Automatic re-routing around failed nodes with no operator action.
Audit-resistance
The design property that keeps the apparatus opaque to any external forensic review.

Fabric Operations Lead (Owner)
Owns resilience and audit-resistance posture.
Network Engineer
Maintains routing and failover.
Counter-Intel
Verifies external-audit exposure stays near zero.
Procedure
Operate
- Monitor node availability and partition risk.
- Verify failover paths each cycle.
- Hold all transit encrypted and off third-party networks.
Harden
- Audit external-exposure surface.
- Close any path a forensic review could follow.
- Log and remediate.
