Purpose

To govern the vetting, discretion screening, and loyalty monitoring of all personnel with access to restricted programs, including the conditioning options reserved for the most sensitive posts.

Scope

All personnel cleared above INTERNAL, with heightened controls for classified-program access.

In scope:

Vetting, discretion screening, loyalty monitoring.

Out of scope:

Loyalty-firmware conditioning (Director-authorized; PAN-SOP-0002/0021).

Definitions

Discretion screening
Assessment of a candidate's propensity to leak or defect.
Loyalty monitoring
Ongoing watch on personnel for early insider signals.

Responsibilities

Human Resources Lead (Owner)
Owns vetting and the discretion standard.
Counter-Intel
Runs loyalty monitoring; feeds the insider-watch index.
Director of Administration
Approves clearances above INTERNAL.

Procedure

Vet

  1. Screen for discretion and conflict before clearance.
  2. Grade access to the minimum the role requires.
  3. Record the clearance against the role.

Monitor

  1. Run continuous loyalty monitoring.
  2. Feed anomalies to the insider-watch index.
  3. Escalate a credible insider to Whistleblower Containment.
