Purpose
To govern the detection and containment of insiders preparing to leak or testify, prioritizing pre-emptive discredit over removal and reserving harder tiers for imminent disclosure.
Scope
All current and former personnel with access to restricted material.
In scope:
Insider detection, pre-emptive discredit, containment escalation.
Out of scope:
Sanction (PAN-SOP-0021).
Definitions
Pre-emptive discredit
Degrading credibility before a claim is made so any later claim reads as grievance.
Insider signal
Anomalous access, staff-to-press contact, or exfiltration flagged by Counter-Intel.
Responsibilities
Counter-Intel Lead (Owner)
Owns insider detection and the containment plan.
Analyst
Monitors the insider-watch signal.
Director of Field Operations
Authorizes Contain; Sanction goes to the Director.
Procedure
Detect
- Monitor the insider-watch index continuously.
- Map the insider's contacts and material held.
- Stage a pre-emptive discredit package.
Contain
- Deploy discredit before any filing.
- Escalate to Contain (legal/medical) only on a filing.
- Refer to the Director for Sanction only as a last resort.
